Process for the Development of Practice Directions and Guidelines

Objective:

  • To maintain and improve the quality of opticianry in Manitoba through peer review and analysis and education rather than by establishing, supervising and making recommendations regarding Standards of Practice, guidelines and practice directives on any matter pertinent to the monitoring and improvement of the quality of opticianry services in the province.
  • To protect the public interest.

Process for Document Development and Approval for Publication:

The process for the development of Standards of Practice, guidelines and practice directives must include the following steps:

  • A draft of a proposed evidence-based Standard of Practice, guideline or practice directive and criteria for adoptions is to be submitted to the Standards Committee
  • The draft document must include copies of any evidence used to draft the proposed document
  • The draft of the proposed Standard of Practice, guideline or practice directive is then endorsed and published by the Standards Committee and includes a period of time, the length of which shall be determined at the discretion of the Standards Committee, and is provided for consultation with members of the OOM, associates, affiliates as well as other stakeholders as appropriate.
  • Following the consultation period, the Standards Committee may make modifications to the proposed Standard of Practice, guideline or practice directive and shall:
    • Proceed to adopt the proposed Standards of Practice, guideline or practice directive including modifications if any
      OR
    • Withdraw the proposed Standards of Practice, guideline or practice directive
      OR
    • Publish the Standards of Practice, guideline or directive with the proposed modifications and provide a period of time for consultation with members of the OOM, associates, affiliates as well as with other stakeholders as appropriate before considering the proposed document as modified should be adopted.
  • Proceed to adopt amendments to a Standard of Practice, guideline or practice directive that in the opinion of the Standards Committee, are sufficiently minor so as not to require consultation for endorsement and publication of a further draft.
  • Review the draft, prior to submission to OOM Council and publication, to ensure that the proposed Standards of Practice, guideline, practice directive is consistent with all practice related material developed through NACOR and other associations considered to be appropriate.
  • If the Standards Committee recommends that the OOM adopt a standard developed by an external organization, e.g. the Opticians Association of Canada, the standard developed by the external organization is to be reference in the OOM Standard of Practice document but the actual standards document developed by the external organization does not become part of the OOM regulation.
  • Develop criteria for the adoption of the proposed Standard of Practice, guideline and, practice directive.
  • Submit the document, accompanied by the attached check list (Appendix A), for review by the OOM Council, to ensure that the standard, guideline, practice directive development process was appropriate and responsive to the public interest.
  • Before making a regulation which includes standards of practice, practice guidelines or adopting a code of ethics, the OOM Council must
    • provide a copy of the proposed regulation or Code of Ethics, for review and comment, to:
      • the members of the OOM
      • the Minister of Health
      • any other person the council considers necessary
    • consider the comments received.
